This drink is a vintage cocktail and certainly the first of it's family. This drink spawned an entire category of drinks that contain beer that still exist today. This drink appears in print as early as:

Slang and its analogues past and present: A dictionary, historical ...: Volume 1 - Page 209 by John Stephen Farmer, William Ernest Henley in 1890

"Black-and-Tan - Porter or stout and ale, mixed in equal quantities. [From black, in allusion to the dark colour of porter and stout, + and +tan, ie, of the yellowish brown colour of ale.] "

There is a purported history behind this drink, some believe this drink was named after irish special forces nick-named the "black and tans". Here is a printing of the event:

The Complete Idiot's Guide to Irish History and Culture by Sonja Massie in 1999

"The beverage is a concoction made of a pale ale (the Tan part) topped with Guinness (a dark ale, which constitutes the Black part). Bloody Sunday On November 21, 1920, 14 British officers, all believed to be covert British intelligence, were killed."

The event started when an Irish Republic Army operation killed 14 British intelligence officers. However, this happened at least 30 years after the drink was created, so it is unlikely it was named after these troops. The drink is far more likely to be named after the breed of dog, named the black and tan terrier that was popular in the 19th century and appears in much 19th century literature as seen here:

The living age ...: Volume 105 - Page 477 by Eliakim Littell, Robert S. Littell, Making of America Project in 1870

Three couples of black and tan setters, mild-eyed silken-haired beauties"

The country: Volume 3 - Page 95 in 1874

"There were some very nice black and tan terriers and bull terriers shown."

This drink dates between 1880 - 1887 and contained at least as of then:
